New NGO formed

ITANAGAR, June 21: A new non-political organization, namely East Kameng Civil Society has been formed in a meeting today with Kiron Dolo and Paffa Lorah as Chairman and General Secretary respectively. The main aim and objective of forming the association is to fight against corruption, a release issued by 60 signataries said.

 

Relief materials for affected families

ITANAGAR, June 21: North East India Commission of Relief and Development in collaboration with Nyishi Baptist Church Council, Naharlagun will distribute relief materials to rat menace affected families of Kurung Kumey District.

FM seeks cooperation of states

in moving to accrual system

Pul seeks support from Centre, CAG

NEW DELHI, June 21: Finance Minister Pranab Mukherjee today solicited the cooperation of States in ushering the accrual system of accounting which will go a long way in improving financial discipline of the government.

Inaugurating a day-long national conference of the State Finance Ministers on 'Accrual Based Financial Reporting in Government' here, Mukherjee said a robust comprehensive and transparent accounting system is necessary for any government.

He sought the cooperation of all State Finance Ministers and Finance Secretaries of States for ushering in this important reform in the government.

Mukherjee underlined the fact that accrual based financial reporting in the government is an important initiative relating to accounts and financial reporting in the public domain.

He said the government has already accepted the recommendation of the Twelfth Finance Commission for introduction of the accrual accounting in principle.

Meanwhile taking part at the conference, Arunachal Pradesh Finance and Planning Minister Kalikho Pul pointed out that the gigantic task would be impossible to accomplish for resource-poor state without manpower, particularly technical and massive infrastructures, including computerization.

Consenting to adopt the new system, Pul said it would be possible for the state government only if the Centre, particularly the CAG extend all possible support.  

Appreciating Pul for its powerful and logical presentation of the facts and figures with ground realities, Comptroller and Auditor General of India, Vinod Rai gave a green signal to extend all possible assistance to the state government, including for manpower, training and infrastructures.  

Pul was specific that to avail the benefit a task force comprising all HoDs has to be set up at the state level, an updated data base has to be built for all purposes, according to official sources.

The present cash based accounting system lacks an adequate framework for accounting of assets and liabilities, depicting consumption of resources and presenting the full picture of the government's financial position at any point of time, he said.

In this system, there is no effective way of tracking assets created out of public money which, in turn, dilutes accountability of departments for management of government assets.  The deficiencies in the present system result in lack of transparency, poor stewardship and impaired ability to accurately predict the future cost of a current financial commitment.

As reforms in the financial system are an integral part of overall reforms, the new system The benefits of the new system include information on the status of cash flow for a particular period, assessing all the resources under the Govt control, facilitate better financial management, budgeting, resource allocation and parliamentary control, provide a near accurate idea to the policy makers to decide on user fees and to assess the cost-effectiveness of any project, help in better mobilization, planning and utilization of  all resources, easy to assess the feasibility of the future services and plan for future funding requirement, common public will also get accurate ideas about the schemes, services and their output, their cost so that they can make rational economic decisions, ensure better transparency and accountability of any government, while help government to provide effective and efficient services the common people will be able to assess its overall performance in a democratic setup, Pul reasoned.

A move from cash to accrual accounting will be a fundamental change which will help overcome the deficiencies of the present cash system, he added.

 

RTI Act and Arunachal

During a government sponsored workshop on Right to Information Act for Public Information Officers and Assistant Public information officers, the participants  were almost unanimous in their opinion that the Act interfered with their work and disturbed the pace of development  and was being used as a tool to blackmail officers! The reactions were understandable given the fact that culture of secrecy has always been a part of government establishments. Till the coming of RTI Act 2005 which overrode all existing Acts, Laws and instruments, the Official Secrets Act 1923, an archaic British law ensured that there was no transparency in government dealings.

While elsewhere in the country, RTI Act has been used widely to curtail culture of secrecy and fight corruption but the same cannot be said of Arunachal.

Accept in few cases where it has been used to fight corruption and unearth perennial problem of illegal appointments in government departments, the citizens, civil societies and media have not been able to affectively use this very powerful tool.

The  Arunachal Pradesh State Information Commission Chair said that only 10 percent of the applicants seriously make use of the Act. This says a lot as there have been many instances where officials have been harassed and blackmailed based on the information received. But citizens alone cannot be blamed. If the officers and departments are clean in their dealings, such problem would not crop up at the first place.

With vicious circle of corruption so deep-rooted in every walk of life in the state, unlikely even RTI Act would be a redeemer.

One would have liked that the Act which has been so successfully used even in neighbouring Assam made some impact in Arunachal too. Sadly it is the other way around. Today it has become a very lucrative business for many and it is being widely used as a tool to extract money and favour.

Even the countable few, who have tried to make use of the Act, with whatever motives, are at the receiving end.

On the other hand, even the appointments of APSIC members including the Chairpersons have not been made according to the laid down rules in the state. It is mandatory that at least one month notice is given prior to the appointments to enable the citizens to take part in the appointment process.

On the other hand, the fee for per page of information is Rs ten. We agree that the money we have today is not necessarily hard earned but at least a chance should be given to all to procure information without having to spend so much.

However despite loopholes credit must be given to the APSIC that, today it is regarded as one of the most effective commissions in the country. It is a pity that the citizens have not been able to make full use of it.

While we hope that some of us would take the responsibility, yours truly is reminded of an incident involving a citizen. The gentleman dropped a thick folder containing information received under the Act. For a lazy journalist, such files are god sent. The editorial desk was excitedly going through the report, when a phone call interrupted the proceedings. He told us that we could not use the information. Even before we could photo copy, the folder went back to the rightful owner of Information! There was another phone call to confirm whether the folder has actually been taken back by the information seeker. We don’t have to tell our smart readers who made that second phone call!

 

APEDA commissions 10KW wind-solar hybrid power plant at Parsuramkund

ITANAGAR, June 21: The Arunachal Pradesh Energy Development Agency (APEDA) has successfully installed and commissioned 10KW, Wind- Solar Hybrid Power Plant at Parsuramkund, Tezu, on June 18. The project was sanctioned by the Ministry of New and Renewal Energy (MNGE), Govt. of India, New Delhi at the total cost of Rs. 33.97 lakhs with 75% of the ex-work cost of the equipment as Central Financial Assistance. This is the 2nd Wind Solar Hybrid System installed so far in the State. The 1st system of 6.8 KW was installed in Tenga Valley in West Kameng District in August, 2009 which is running successfully till date.

With the installation of the system, the electricity problem will be addressed, said Deputy Director, Tezu Division, APEDA Marbom Bam.

The concept of installing a 10 KW Wind-Solar Hybrid System at Parasuramkund, the holy place in Lohit district was initially conceived by the Governor of Arunachal Pradesh, General (Retd) J.J. Singh.

On the advice and suggestion of the Governor, APEDA conducted survey and investigation over the area and feasibility for setting up of a Wind Solar Hybrid System of 10 KW was found.

The Commissioning has been done in presence of experts from the company, M/s Rashmi Industries, Bangalore who supplied the equipments, represented by Aashis Ghosh, Asstt. Vice President (Marketing) and Deputy Director, Tezu Division, APEDA Marbom Bam, Project Officer APEDA, Tezu, S.P. Verma and other officials.

 

PPWC wants lasting solution on

power crisis

PASIGHAT, June 21: The Action Committee on Electricity (ACE) Pasighat renamed as Pasighat Public Welfare Committee (PPWC) in a meeting held recently demanded lasting solution to the power crisis in the town.

The PPWC Chairman Okom Yosung expressing his resentment over the frequent breakdowns of power supply stated that despite 20 days ultimatum to concerned authority, no fruitful result has come out so far and the power department has left no alternative for the progress of citizens.

Earlier, the committee, demanded immediate replacement of Turbines of Yambung Hydel and up-gradation of Sille Hydel to ensure proper power generation and distributions to mitigate the erratic power problems.

Under the gravity of the problem being faced by the citizens, the committee has further decided to meet the Chief Minister, Power minister and Secretary soon to find out immediate lasting solutions on power crisis.

LBSC to meet DSC in final

ZIRO, Jun 21: Laji Bogia Sports Club (LBSC) defeated defending champion Sojang Lapang Sports Club (SLSC) 3-2  and set up a summit clash against two times champion (of 2008 and 2009) Diibo Sports Club (DSC) in the 44th Dree Football Tournament at Subansiri Stadium, Hapoli today.

Tailyang Tabio scored two goals for his club LBSC in 12th and 35th minutes while Padi Jhony scored a goal in 55th minutes.

SLSC could manage to score two goals by Mihin Taker in 37th and 64th minutes.

With today’s win, LBSC maintained their no-lose record in the tournament.

Padi Jhony of LBSC was adjudged the ‘Player of the Match’.

LBSC entered the semi-final by defeating Youngest Club Hari (YCH) while SLSC reached the last four by defeating last year’s runner up All Hija Sports Association.

The final will be played at Subansiri Stadium, Hapoli on June 24 next.

The champion team would be given cash prize of Rs. 80,000 along with the coveted Dree trophy.

Aalo, June 21: The Ramakrishna Mission School Alumni Association Aalo led by West Siang ADC, Kanki Darang sponsored antigen test (HBsAG) Hepatitis-B for all hostellers of R.K. Mission School under the guidance of Chief Project Coordinator Dr. A. Ahmed of Shanta Biotechnics Ltd ( Merieux Alliance of France), Kenge Pakam Lobom, Chairman PKWS and Angam Pakam Lobom on June 20 last. The programme as envisaged by the society is to carry out the surface test and administer vaccination of Hepatitis-B to the negative markers and counseling session for the positive markers to carry out DNA test to determine their viral load in their blood particles for onward dispatch to SRL diagnostic Mumbai for the final test.

The surface Antigen test was necessitated considering growing cases of Hepatitis-B in the state of Arunachal Pradesh. The infectious disease need precaution and awareness among different categories of people to stop it from spreading. The surface Antigen test will be held at Gumin Nagar Dere, 1st Floor Taken Lobom Market, Nehru Chowk and New Market Dere on June 22-23rd next. The society will also administer Anti-typhoid vaccine vi capsular Polysaccharide antigen prepared from Salmonella Typhi, Ty2la strain 7-9 fold which is more sero protective in terms of magnitude of increase of TITRES(GMT) of anti-vi antibodies and can provide sero protection effectively 3 weeks following vaccination and minimum duration of protection is 3 years.

 

Khonsa-Joypur road in its birth pangs

The Khonsa- Naharkatia road via Joypur in Assam is hardly 75 Km but a traveler on that road will without an iota of  doubt, tell you that he had the bumpiest and torturous ride in his life. The road stretch, especially from Hukanjuri check gate to Joypur is so deplorable that even the Oxford dictionary has no word to describe the pathetic condition. Leave alone the small cars, even the large vehicles find it extremely difficult to manoeuvre the huge fishpond- like gaping holes between Hukanjuri and Deomali. However, the saddest part of this miserable road is that the major chunk of the badly damaged portions falls in Assam. Interestingly, Khonsa-Joypur road is the life-line of the whole Tirap district but for Assam it has little or no importance at all due to which the authorities there are not initiating any action. Of course, the same road was in perfect condition a few years ago when it was taken up under NEC funding. But today, it is in a horrible state thanks to lack of maintenance and inaction of both Arunachal and Assam governments. The road is frequented by wild elephants, especially in winter as the entire road length falls in elephant corridor. So, travel on that wretched road, especially at night is not at all safe as the drivers have to drive their cars at a snail’s pace. In the past many such encounters with the straying pachyderm had  been witnessed.

It is needless to add here that due to the poor condition of the road common people’s daily life’s vicissitudes have been hampered in no small measures. The bad road connectivity is a real impediment to development in Tirap district which is already lagging behind in all spheres.  Last year during Miss Tirap pageant, PWD&UD minister Nabum Tuki announced the sanction of funds for renovation of the road amidst thunderous applause from the huge credulous crowd but as of now no tangible activities have been noticed on the road except a few patches being repaired. However, the people have not given up hope as the minister is a man of action and he will certainly pursue the matter in right earnest.

While appreciating the All Tirap Students’ Union for taking up the Khonsa_ Joypur road issue, I may add here that bandh calls will not awaken the authorities from their slough of despondency. A symbolic bandh is fine but rest assured, it is going to created more harassment to the already harassed commuters and the common people. Also, it is wrong to say that all the HoDs remain absent. Most of the HoDs remain in the station and work sincerely in spite of the present unfavourable situation. The Engineers stay away from the station, may be for security reason. Apart from bandhs we must explore all available means to restore the road communication. The elected leaders of the district should liaise with their counterparts in Assam. Now there is a distinct advantage as Ms Pranati Phukan who represents Joypur and Naharkatia in Assam Assembly is a cabinet minister in Gogoi government. Also, the friendly Congress government in Assam makes the work of our Tirap leaders easier to negotiate. All the Assamese employees working in different parts of Tirap district, Assam Police stationed at Hukanjuri, students and NGOs can contribute their mite in approaching the authorities in Assam to initiate immediate action on the important Khonsa-Joypur road. The security forces operating in insurgency-hit Tirap district and the BRTF must also do their bit in keeping in touch with the concerned people in Assam to restore the road as they are also facing the hardships like us.

The great book of life teaches us more than the printed words of the libraries. The practical hardships that we all face while traveling on the Khonsa –Joypur road is so terrible that it is impossible to describe in words. Now the time has come for all of us to shed our smallness and come out of the self-made cocoon of miseries to find out a workable solution at the earliest to restore the much-neglected Khonsa-Joypur road in the interest of all commuters including the common people and the people in power. Our leaders must realize that parents coming from other districts to drop their wards to RK Mission School, Narottam Nagar and RK Sarada Mission School, Khonsa carry a very poor impression of our district. Bad roads not only affect us economically but also reflect the poor performances of leaders of the day. While I was writing this article, one of my friends suggested to me to include a photo of the road. But I said “No. Why should I  belittle the existence of our ‘people’s  first’, ‘people-friendly’, ‘pro-active’ and ‘welfare’ state government by publishing the ugly photo of the road which is a real eyesore?” (The writer can be reached at denhangbosai@yahoo.co.in)

 

Association calls for cancellation

of work order

ITANAGAR, June 21: Paktu Ao Youth Welfare Association (PAYWA) has demanded cancellation of all the work order(s) issued against RMSA Scheme 2010-11 at Govt H.S School Aalo and Nehru Memorial Secondary School within five days failing which the Association threatened to launch democratic movement. In a memorandum to the district administration, it said that work order did not conform with the letter and sprits of the RMSA guidelines and the schemes is carried out arbitrary by few individuals for personal interest and gain.

 

‘Businessman Leadership Award’

to Arunachalee

ITANAGAR, June 21: Arunachalee businessman and contractor Techi Tama has been awarded the ‘Businessman Leadership Award’ by All India Achievers Foundation in recognition of his contribution towards industrial development in North East India.

Tama, proprietor of Naharlagun based M/s Tama Fabrication Work received the award in the 62nd National Seminar on “Individual Achievements and national Development” in New Delhi on June 11 last, a release of the firm said.  The function was attended by former Governor and Union Minister Bhisma Narayan Singh, former Chief Election Commissioner GVG Krishnamurthy, former CBI Director Jogendhar Singh, All India Congress Committee Secretary Maj (Retd) Ved Prakash among others.

Tama started his business by availing a loan under Prime Minister’s Rojgar Yojna (PMRY) in 1994.

Ever since he registered his firm ‘Tama Fabrication Works’ under SSI unit, there was no looking back for the entrepreneur. He gradually expanded his business by registering his firm under National Small Industries Corporation Limited, a Govt of India under-taking during 2001. Presently his firm is registered with NSIC unit, New Delhi, a unit of India Enterprise, NBCC, a Govt of India Enterprise. He is also class-5 contractor of BRO and Class-1 contractor of APPWD, the release informed.

A total of 50 engineers and over 3000 other employees are presently working under his firm.

Giving a brief achievement of the firm, the release said that the firm has so far successfully constructed a number of road projects, bridges, including RCC , steel girder, suspension and Prestressed girder bridge, water treatment plants, RC buildings, institutional and industrial buildings in the capital and outside the state.

 

BJP says it is yet to take a decision

ITANAGAR, June 21: While reacting to a news item published in the previous edition of this daily under the heading ‘BJP to field candidate at Mukto election’, BJP said that the item was contradictory to the Party statement.

The Party said that the State BJP Core Committee and State Election Management Committee is to take decision in a day or two on the recommendation of the party’s District Committee and assessment report by the Organizational-in-Charge for Tawang.

In its original release, the Party had stated that...”However, the District BJP Committee had in the larger interest of strengthening and the need of keeping up the healthy democratic spirit and practices of electoral politics, decided to place a candidate from the party and give contest in the bye-election”.

 

Army donates weaving centre

ITANAGAR, June 21: 26 MARATHA LI of Dao Division dedicated a Weaving Centre at New Jaipur under Lathao Circle of Lohit as a part of Operation Sadbhavana to the people of Namsai Sub Division.  The facilities were inaugurated by LC Borang, ADC Namsai.

Speaking on the occasion, Commanding Officer 26 MARATHA LI said that these programme are bound to create special bonding of friendship and cooperation between the people of Namsai Sub Division and the Army.  The infrastructure has cheered the people and gained wide acceptance especially among the women folk. This project will become a source of income for the ladies of the village and give them an opportunity of self employment.  

The Commanding Officer, 26 MARATHA LI also said that the Army plans to organize more such projects in the future which will contribute towards the social and financial upliftment of the society.  He assured full cooperation by the Army to locals in creating a secure, peaceful and conducive environment in the area and exhorted locals to help security forces in this endeavour.

 

Teacher denies rape attempt, says

it was conspiracy

ITANAGAR, June 21:  Taki Tatin, a junior teacher of Govt secondary school, Riga denied any rape attempt inside  Riga Govt Secondary School hostel on April 8 last.

Pointing out the case vide No 05/2011 under section 376/511 IPC  lodged against him at Boleng police station for his alleged attempt to rape, Tatin claimed that it was a conspiracy hatched against him by some persons with malafide intention.

He further clarified that on April 8 as an adviser of hostel affair (both boys and girls), he had visited the girls’ hostel with a companion who happened to be close relative  of the alleged victim to defuse a tension that was prevailing in the institution following a quarrel between teachers-students on exam matter involving the younger brother of the alleged victim. There were altogether eight inmates in the hostel at that time.  Can a teacher really attempt heinous crime in such situation, he questioned.

He regretted that authorities heard the statement of conspirators only in this case.

Tatin  said that he is always ready to cooperate with any pressure group in this regard and appealed  them to let law take its own course of action to punish the guilty.

Meanwhile,  Tabeng Jamoh, general secretary of Block Level Gums’ Union, Pangin-Tabeng  said that despite the matter being resolved twice in school level and local level in two different sittings, an attempted rape case was registered at Boleng PS by some people. Jamoh said that the case which is now out of the jurisdiction of the local Kebang,  has raised a question mark about the credibility of Kebang system and Adi traditional values.

Meanwhile, a delegation of the local Gams is likely to meet the East Siang Deputy commissioner to apprise him of the facts  for amicable solution and peaceful co-existence.

 

Beauty care training programme

ITANAGAR, June 21: National Youth Project, Itanagar conducted Twenty Days Vocational Training programme on beauty care at Tezu which started on June 1.The programme was sponsored by National Council of Rural Institute, Haydrabad.

The main objective of training programme was to help women to self employed through income generating activities. The training was attended by 25 unemployed women and girls from Tezu Block.

Rupa Malik was the  instructor while Sangeeta Thapa was the programmee Coordinator.

On the completion of the programme, Pailo Mihu,District Youth Coordinator, Nehru Yuva Kendra,Tezu distributed certificate to trainees and asked National Youth Project team to conducted more such programmes.

 

Maintaining Panchayat guideline :APGPCWA

ITANAGAR, June 21: All Pipsorang Gram Panchayat & Chairperson Welfare Association (APGPCWA) in a meeting today discussed various issues relating to  Gram Panchayat and various other centrally sponsored Funds and their proper utilization at District to Gram Panchayat level.

The meeting emphasized on maintaining Panchayat guidelines while utilizing fund for execution of scheme by all Gram Chairpersons, Anchal Chairpersons and Zilla Chairperson.

The association on June 11 had submitted a memorandum to the Director of Panchayat Raj demanding to deposit all the Gram Panchayat Funds like TFC, SPA etc. by the authority  in the accounts of each Gram Chairperson in every year. The memorandum said that the Gram Panchayats of Pip-Sorang have not received any Panchayat Fund from the authority from the year 2006-2010. It alleged that the central and state Govt sponsored fund meant for Panchayats at Pip-Sorang have been misused by some officers with vested interest.

 

Avoid groupism, pleads KTDDS while Society appeals

ITANAGAR, June 21: Kameng and Tawang District Development Society (KTDDS)  today appealed to all to avoid groupism in the case involving  RTI activist Payi Gyadi.

Let investigating agency do their job, the society said and urged everyone to restraint calm on this burning issue for free and fair investigation. It further appealed to various NGOs, organizations etc. not to drag Minister Atum Welly’s name into the case unnecessarily.

Regarding illegal appointment case, the society said that the matter is under Govt scanner. It appealed to all to give the investigating agencies a free hand as constant pressure on the issue from various pressure groups might confuse the investigating agency.

Meanwhile, Gyadi Welfare Society (GWS) has appealed to the authorities concerned not to grant bail to the alleged  prime accused Sanjeev Tana and his accomplices in the RTI activist Payi Gyadi frame up case.

The Society said that any move to release the accused  will hamper  proper investigation into the case which is still in infant stage.  Keeping faith on law, it further appealed to the NGOs to fight for corruption free state.

Boasimla, June 21: Itanagar Diocesan Empowerment Association (IDEA) conducted one day training programme for SHGs on Bank linkage, Book keeping, Loans and Loan Recovery at St. Claret School, Boasimla on June 18 in collaboration with SBI, Raga Branch.

Over 120 participants from different SHGs benefited from the training programme, said a IDEA release.

Sanjit, Project Coordinator, IDEA said that the objective of this training is to create awareness among the SHG groups on Bank linkage, Book keeping, Loans and Loan Recovery.

The Chief Guest Rev.Fr.Mathew Manager, St. Claret School, said that the programme has enabled the participants to understand the concept of Bank Linkage, Book Keeping, Loans and Loan Recovery. He exalted the efforts of IDEA and the changes brought about in the area. He also requested the banks to simplify the process of bank linkage and loaning.

Y.I.Singh SBI, Bank manager, Raga Branch, who was the resource person highlighted the role of SHGs on Bank linkage and various avenues available to them in the Rural Banks. He also checked some of the SHGs Pass Books and assured to give them direct loans.

Bar Teke, a Public Leader expressed his satisfaction over the efforts taken by IDEA in order to bring about social changes in various districts of Arunachal Pradesh, especially in Boasimla.

Boni Anima presented the activity reports of the SHGs and highlighted their new initiatives such as contract farming.

Lets start

Dear Editor,

The word "Pollution" strike my mind whenever I sit solitary and wonder about noise, traffic jam created by automobiles, noisy motorcycle etc. Global warming is a burning and serious issue which we all know. Did we ever ponder what is going to be its outcome?

Pollution of all kinds exist and it is everywhere but we still don't care. There is excessive cutting of trees which not only increase global warming but it also takes away the homes of many species. How much will lovely nature bear?

I agree that we should do something to safeguard our nature and apply brake pedal to minimise rising pollution. How about simple things like switching off the fans and lights when we leave a room or walking a short distances instead of using a car? Every gesture matters. So let us do our bit for the lovely planet earth.

We must initiate our mission instead of waiting for others to start before it is too late and save our home.

Please have some mercy

Dear Editor,

I would like to enquire about the results of written exam for the U.D.C post of PWD department which we had given on 12 and 13 February 2011. But concern department is not showing any sign of declaring the results.

Where is the result? Why it is taking so long? If result was not to be declared then why department had conducted the recruitment exam which is wastage of time and money of department and candidates.

I request all departments of our state to show some mercy on unemployed youths.

Boredom and darkness are our friends

Dear Editor,

Power failure or no-power is not a new phenomenon for the people of Seppa town (useless to talk about whole East Kameng District). But this time around it has crossed all the limits of human patience and tolerance. We the denizens of Seppa have been going without electricity for almost two months but it seems it hardly bothers anybody except for us the commoners. Anyways, VIPs have electricity at their homes, so why should they worry?

I am not the first to express this problem, our town MLA Tapuk Taku has already appealed for the intervention of state govt. but we are yet to see any result on the ground.

Our Chief Minister Jarbom Gamlin, who himself was a power minister recently must be having better understanding of the power (electricity) scenario in East Kameng district and for that matter that of Seppa township. As citizens of the state we expect his personal attention to the plight of the people of Seppa town and expect him to direct the concerned power ministry and departments for the immediate restoration of power supply.

I solemnly appeal to the concerned authorities to immediately provide at least one hour power supply during evening hours as an interim measures using existing DG sets and other sources. My mobile is power off since many days and I am out of touch with my near and dear ones and I know there are many more like me. And I also know that I am going to have hard time to email this letter.

There is another pain in our neck which is the abysmal mobile service of BSNL. It’s funny but true that mobile phones have become only showpiece here; we exhaust our phone batteries only in trying to call without actually calling anyone. It is almost impossible to make or receive call while you are at Seppa. I hope BSNL authorities will give heed lest they face public wrath.

Now, here is a point to ponder, in these modern days of high speed communication and fast life, we the people of Seppa have been left to our own with boredom and darkness as our friends. And with the apathy of people-in-power abound, why we should not feel neglected as second class citizens.

Walking, riding, driving is not possible, only swimming while it is raining!

Dear Editor,

The road condition of Roing town has become so terrible. PWD can at least put a notice board saying “walking, riding, driving is not possible, only swimming while it is raining”. Throughout the length of road you will see either passerby or vehicle trying to make way for themselves in the middle of big pot holes and some time unfortunately they end up hitting each other. These potholes are filled only during the visit of VIPs, last time it was our own Governor General J.J Singh, so to say our roads are desperately in need of VVIP again.

Minister concern, Dept concern, Leader concern know very well about the condition, but since they are not affected because of their SUV, they are still continuing with excuses. For Department, it’s always sit silent, see the game and take pleasure in making bill when everything is ready.

It is good to know that Mukut Mithi (MP Rajya Sabha) has allotted Rs1.5crore for town ship road; I would like to appeal our leaders to find out some solution to bring an end to the township road crisis which is still pending because of some technical problem which is more of a political problem. It is a plea to the Leaders of both Congress as well as TMC to be responsible enough to let the work go on. Politics should not hamper the developmental activities and innocent public must not become a scapegoat. The poor road condition is matter of embarrassment for the leaders, the PWD and mute public as well. The people of Roing town have become immune to bad road and dirtiest water supplied by PHE, so political leaders need not mention good road and good water in their manifesto in next assembly election in fact they need not prepare manifesto at all. I am writing down my frustration and it is more frustrating knowing that I will remain frustrated ever because of this road.

Stop before its too late

Dear Editor,

Reality check:-when you walk in the market in Itanagar see the ratio of local to non- local. Its 1:15 approximately, but don't get me wrong when I say non-local. It’s just an example to show the alarming increase of migrants. There was a time during my father’s student days when eviction of the migrants without ILP were held very effectively allowing only those non-locals with ILP but the student organizations (APPSU ,ANSU etc) today do not do their duties but hunting cash. I am pointing on the organization as they can save our future. Adding to the worse situation the railway is here to bring in more of these problems. So I request the fellow Arunachalies and authorities concerned to be more aware of the situation in the ground and put up steps to check the number and not turn our state to be another Tripura.

Traffic rules and us

Dear Editor,

The increasing number of road accidents in twin capital city have become a quite regular phenomenon. Most of the road users are not aware of traffic rules; they do not follow traffic rules and signals and have not possessed valid driving license. The young drivers, including school going students lack driving skill and they neglect the basic fact that “speed thrills but kills.”

It is observed that some drivers drive recklessly in drunken condition which results in unavoidable road accidents.

I request the traffic police to check each and every vehicle regularly, particularly bike riders.  Mere imposition of fine to traffic violators will hold no good.  Violators of traffic rules should be strictly dealt with.
