Pul seeks support from Centre, CAG
NEW DELHI, June 21: Finance Minister Pranab Mukherjee today solicited the cooperation of States in ushering the accrual system of accounting which will go a long way in improving financial discipline of the government.
Inaugurating a day-
He sought the cooperation of all State Finance Ministers and Finance Secretaries of States for ushering in this important reform in the government.
Mukherjee underlined the fact that accrual based financial reporting in the government is an important initiative relating to accounts and financial reporting in the public domain.
He said the government has already accepted the recommendation of the Twelfth Finance Commission for introduction of the accrual accounting in principle.

Consenting to adopt the new system, Pul said it would be possible for the state government only if the Centre, particularly the CAG extend all possible support.
Appreciating Pul for its powerful and logical presentation of the facts and figures with ground realities, Comptroller and Auditor General of India, Vinod Rai gave a green signal to extend all possible assistance to the state government, including for manpower, training and infrastructures.
Pul was specific that to avail the benefit a task force comprising all HoDs has to be set up at the state level, an updated data base has to be built for all purposes, according to official sources.
The present cash based accounting system lacks an adequate framework for accounting of assets and liabilities, depicting consumption of resources and presenting the full picture of the government's financial position at any point of time, he said.
In this system, there is no effective way of tracking assets created out of public money which, in turn, dilutes accountability of departments for management of government assets. The deficiencies in the present system result in lack of transparency, poor stewardship and impaired ability to accurately predict the future cost of a current financial commitment.
As reforms in the financial system are an integral part of overall reforms, the new

for a particular period, assessing all the resources under the Govt control, facilitate
better financial management, budgeting, resource allocation and parliamentary control,
provide a near accurate idea to the policy makers to decide on user fees and to assess

A move from cash to accrual accounting will be a fundamental change which will help overcome the deficiencies of the present cash system, he added.

During a government sponsored workshop on Right to Information Act for Public Information Officers and Assistant Public information officers, the participants were almost unanimous in their opinion that the Act interfered with their work and disturbed the pace of development and was being used as a tool to blackmail officers! The reactions were understandable given the fact that culture of secrecy has always been a part of government establishments. Till the coming of RTI Act 2005 which overrode all existing Acts, Laws and instruments, the Official Secrets Act 1923, an archaic British law ensured that there was no transparency in government dealings.
While elsewhere in the country, RTI Act has been used widely to curtail culture of secrecy and fight corruption but the same cannot be said of Arunachal.
Accept in few cases where it has been used to fight corruption and unearth perennial problem of illegal appointments in government departments, the citizens, civil societies and media have not been able to affectively use this very powerful tool.
The Arunachal Pradesh State Information Commission Chair said that only 10 percent of the applicants seriously make use of the Act. This says a lot as there have been many instances where officials have been harassed and blackmailed based on the information received. But citizens alone cannot be blamed. If the officers and departments are clean in their dealings, such problem would not crop up at the first place.
With vicious circle of corruption so deep-
One would have liked that the Act which has been so successfully used even in neighbouring Assam made some impact in Arunachal too. Sadly it is the other way around. Today it has become a very lucrative business for many and it is being widely used as a tool to extract money and favour.
Even the countable few, who have tried to make use of the Act, with whatever motives, are at the receiving end.
On the other hand, even the appointments of APSIC members including the Chairpersons have not been made according to the laid down rules in the state. It is mandatory that at least one month notice is given prior to the appointments to enable the citizens to take part in the appointment process.
On the other hand, the fee for per page of information is Rs ten. We agree that the money we have today is not necessarily hard earned but at least a chance should be given to all to procure information without having to spend so much.
However despite loopholes credit must be given to the APSIC that, today it is regarded as one of the most effective commissions in the country. It is a pity that the citizens have not been able to make full use of it.
While we hope that some of us would take the responsibility, yours truly is reminded of an incident involving a citizen. The gentleman dropped a thick folder containing information received under the Act. For a lazy journalist, such files are god sent. The editorial desk was excitedly going through the report, when a phone call interrupted the proceedings. He told us that we could not use the information. Even before we could photo copy, the folder went back to the rightful owner of Information! There was another phone call to confirm whether the folder has actually been taken back by the information seeker. We don’t have to tell our smart readers who made that second phone call!

It is needless to add here that due to the poor condition of the road common people’s daily life’s vicissitudes have been hampered in no small measures. The bad road connectivity is a real impediment to development in Tirap district which is already lagging behind in all spheres. Last year during Miss Tirap pageant, PWD&UD minister Nabum Tuki announced the sanction of funds for renovation of the road amidst thunderous applause from the huge credulous crowd but as of now no tangible activities have been noticed on the road except a few patches being repaired. However, the people have not given up hope as the minister is a man of action and he will certainly pursue the matter in right earnest.
While appreciating the All Tirap Students’ Union for taking up the Khonsa_ Joypur
road issue, I may add here that bandh calls will not awaken the authorities from
their slough of despondency. A symbolic bandh is fine but rest assured, it is going
to created more harassment to the already harassed commuters and the common people.
Also, it is wrong to say that all the HoDs remain absent. Most of the HoDs remain
in the station and work sincerely in spite of the present unfavourable situation.
The Engineers stay away from the station, may be for security reason. Apart from
bandhs we must explore all available means to restore the road communication. The
elected leaders of the district should liaise with their counterparts in Assam. Now
there is a distinct advantage as Ms Pranati Phukan who represents Joypur and Naharkatia
in Assam Assembly is a cabinet minister in Gogoi government. Also, the friendly Congress
government in Assam makes the work of our Tirap leaders easier to negotiate. All
the Assamese employees working in different parts of Tirap district, Assam Police
stationed at Hukanjuri, students and NGOs can contribute their mite in approaching

Teacher denies rape attempt, says
it was conspiracy
ITANAGAR, June 21: Taki Tatin, a junior teacher of Govt secondary school, Riga denied any rape attempt inside Riga Govt Secondary School hostel on April 8 last.
Pointing out the case vide No 05/2011 under section 376/511 IPC lodged against him at Boleng police station for his alleged attempt to rape, Tatin claimed that it was a conspiracy hatched against him by some persons with malafide intention.
He further clarified that on April 8 as an adviser of hostel affair (both boys and
girls), he had visited the girls’ hostel with a companion who happened to be close
relative of the alleged victim to defuse a tension that was prevailing in the institution
following a quarrel between teachers-
He regretted that authorities heard the statement of conspirators only in this case.
Tatin said that he is always ready to cooperate with any pressure group in this regard and appealed them to let law take its own course of action to punish the guilty.

ITANAGAR, June 21: National Youth Project, Itanagar conducted Twenty Days Vocational Training programme on beauty care at Tezu which started on June 1.The programme was sponsored by National Council of Rural Institute, Haydrabad.
The main objective of training programme was to help women to self employed through income generating activities. The training was attended by 25 unemployed women and girls from Tezu Block.
Rupa Malik was the instructor while Sangeeta Thapa was the programmee Coordinator.

Avoid groupism, pleads KTDDS while Society appeals
ITANAGAR, June 21: Kameng and Tawang District Development Society (KTDDS) today appealed to all to avoid groupism in the case involving RTI activist Payi Gyadi.
Let investigating agency do their job, the society said and urged everyone to restraint calm on this burning issue for free and fair investigation. It further appealed to various NGOs, organizations etc. not to drag Minister Atum Welly’s name into the case unnecessarily.
Regarding illegal appointment case, the society said that the matter is under Govt scanner. It appealed to all to give the investigating agencies a free hand as constant pressure on the issue from various pressure groups might confuse the investigating agency.
Meanwhile, Gyadi Welfare Society (GWS) has appealed to the authorities concerned not to grant bail to the alleged prime accused Sanjeev Tana and his accomplices in the RTI activist Payi Gyadi frame up case.
The Society said that any move to release the accused will hamper proper investigation into the case which is still in infant stage. Keeping faith on law, it further appealed to the NGOs to fight for corruption free state.
IDEA capacitates SHGs on Bank Linkage
Boasimla, June 21: Itanagar Diocesan Empowerment Association (IDEA) conducted one day training programme for SHGs on Bank linkage, Book keeping, Loans and Loan Recovery at St. Claret School, Boasimla on June 18 in collaboration with SBI, Raga Branch.
Over 120 participants from different SHGs benefited from the training programme, said a IDEA release.
Sanjit, Project Coordinator, IDEA said that the objective of this training is to create awareness among the SHG groups on Bank linkage, Book keeping, Loans and Loan Recovery.
The Chief Guest Rev.Fr.Mathew Manager, St. Claret School, said that the programme has enabled the participants to understand the concept of Bank Linkage, Book Keeping, Loans and Loan Recovery. He exalted the efforts of IDEA and the changes brought about in the area. He also requested the banks to simplify the process of bank linkage and loaning.
Y.I.Singh SBI, Bank manager, Raga Branch, who was the resource person highlighted the role of SHGs on Bank linkage and various avenues available to them in the Rural Banks. He also checked some of the SHGs Pass Books and assured to give them direct loans.
Bar Teke, a Public Leader expressed his satisfaction over the efforts taken by IDEA in order to bring about social changes in various districts of Arunachal Pradesh, especially in Boasimla.
Boni Anima presented the activity reports of the SHGs and highlighted their new initiatives such as contract farming.

The word "Pollution" strike my mind whenever I sit solitary and wonder about noise, traffic jam created by automobiles, noisy motorcycle etc. Global warming is a burning and serious issue which we all know. Did we ever ponder what is going to be its outcome?
Pollution of all kinds exist and it is everywhere but we still don't care. There is excessive cutting of trees which not only increase global warming but it also takes away the homes of many species. How much will lovely nature bear?
I agree that we should do something to safeguard our nature and apply brake pedal to minimise rising pollution. How about simple things like switching off the fans and lights when we leave a room or walking a short distances instead of using a car? Every gesture matters. So let us do our bit for the lovely planet earth.
We must initiate our mission instead of waiting for others to start before it is too late and save our home.

Please have some mercy
Dear Editor,
I would like to enquire about the results of written exam for the U.D.C post of PWD department which we had given on 12 and 13 February 2011. But concern department is not showing any sign of declaring the results.
Where is the result? Why it is taking so long? If result was not to be declared then why department had conducted the recruitment exam which is wastage of time and money of department and candidates.
I request all departments of our state to show some mercy on unemployed youths.

Boredom and darkness are our friends

Power failure or no-
I am not the first to express this problem, our town MLA Tapuk Taku has already appealed for the intervention of state govt. but we are yet to see any result on the ground.
Our Chief Minister Jarbom Gamlin, who himself was a power minister recently must be having better understanding of the power (electricity) scenario in East Kameng district and for that matter that of Seppa township. As citizens of the state we expect his personal attention to the plight of the people of Seppa town and expect him to direct the concerned power ministry and departments for the immediate restoration of power supply.
I solemnly appeal to the concerned authorities to immediately provide at least one hour power supply during evening hours as an interim measures using existing DG sets and other sources. My mobile is power off since many days and I am out of touch with my near and dear ones and I know there are many more like me. And I also know that I am going to have hard time to email this letter.
There is another pain in our neck which is the abysmal mobile service of BSNL. It’s funny but true that mobile phones have become only showpiece here; we exhaust our phone batteries only in trying to call without actually calling anyone. It is almost impossible to make or receive call while you are at Seppa. I hope BSNL authorities will give heed lest they face public wrath.
Now, here is a point to ponder, in these modern days of high speed communication
and fast life, we the people of Seppa have been left to our own with boredom and

Walking, riding, driving is not possible, only swimming while it is raining!
Dear Editor,
The road condition of Roing town has become so terrible. PWD can at least put a notice board saying “walking, riding, driving is not possible, only swimming while it is raining”. Throughout the length of road you will see either passerby or vehicle trying to make way for themselves in the middle of big pot holes and some time unfortunately they end up hitting each other. These potholes are filled only during the visit of VIPs, last time it was our own Governor General J.J Singh, so to say our roads are desperately in need of VVIP again.
Minister concern, Dept concern, Leader concern know very well about the condition, but since they are not affected because of their SUV, they are still continuing with excuses. For Department, it’s always sit silent, see the game and take pleasure in making bill when everything is ready.
It is good to know that Mukut Mithi (MP Rajya Sabha) has allotted Rs1.5crore for town ship road; I would like to appeal our leaders to find out some solution to bring an end to the township road crisis which is still pending because of some technical problem which is more of a political problem. It is a plea to the Leaders of both Congress as well as TMC to be responsible enough to let the work go on. Politics should not hamper the developmental activities and innocent public must not become a scapegoat. The poor road condition is matter of embarrassment for the leaders, the PWD and mute public as well. The people of Roing town have become immune to bad road and dirtiest water supplied by PHE, so political leaders need not mention good road and good water in their manifesto in next assembly election in fact they need not prepare manifesto at all. I am writing down my frustration and it is more frustrating knowing that I will remain frustrated ever because of this road.

Traffic rules and us
Dear Editor,
The increasing number of road accidents in twin capital city have become a quite regular phenomenon. Most of the road users are not aware of traffic rules; they do not follow traffic rules and signals and have not possessed valid driving license. The young drivers, including school going students lack driving skill and they neglect the basic fact that “speed thrills but kills.”
It is observed that some drivers drive recklessly in drunken condition which results in unavoidable road accidents.
I request the traffic police to check each and every vehicle regularly, particularly bike riders. Mere imposition of fine to traffic violators will hold no good. Violators of traffic rules should be strictly dealt with.
